			<content:encoded><![CDATA[<p>A handful of powerful lawmakers are so eager to see an American on the moon - or even Mars - that they effectively mandated NASA to spend &#8220;not less than&#8221; $3 billion for a new rocket project and space capsule in the 2011 budget bill signed by the president last week.</p>
<p><span id="more-9700"></span>
<p>An internal NASA audit pegged the cost of that move at $215 million over five months. For instance, a series of stop-gap spending laws had kept money flowing to the man-to-moon Constellation program because Sen. Richard Shelby (R-Ala.) initially tucked a provision into a 2010 budget bill - even though President Barack Obama and Congress agreed to end that Bush-era initiative last fall.</p>
<p>&#8220;Manned spaceflight is prohibitively expensive, especially considering our budgetary woes,&#8221; said Steve Ellis, vice president of the Taxpayers for Common Sense, a budget watchdog group. &#8220;At one point, the administration was trying to lead NASA out of that, but congressional politics protecting parochial interests have forced the agency to waste money in the recent short-term continuing resolutions and are forcing a specific approach down NASA&#8217;s throat in the year-long spending bill.&#8221;.</p>
<p>As a whole, NASA is facing its own budget crunch, with its $18.5 billion budget recently trimmed by about $275 million. A top space expert, Scott Pace of George Washington University, testified last month that NASA spent at least $21 billion over the last two decades for various programs, including manned space flight, that were later canceled.</p>
<p>&#8220;The Chinese are building a 130-ton rocket to go to the moon.   Aderholt - who has Boeing as a major constituent back home - told Virginia Rep. We are dependent on the Russians for access to the International Space Station. By saying NASA can spend &#8220;not less than&#8221; that amount, it would prevent NASA from spending on other needs within the agency, he argued.   Under heavy criticism from Congress, Obama later insisted he wasn&#8217;t abandoning the manned space mission.   But some lawmakers whose states rely on the industry have grown increasingly concerned that NASA no longer was on the same page. Lawmakers from those states say their push is not parochial - that it&#8217;s rooted in the national interest to ensure the U.S.   &#8220;No new contract is needed,&#8221; said Joan Underwood, a Lockheed spokeswoman.   Aderholt and Senate supporters of the language insist that the line-item is not an earmark, arguing it does not specify the companies that would receive the money.   So the congressman pushed Wolf - a key appropriator - for $1.8 billion to be spent on building the heavy-lift rocket, and another $1.2 billion to be spent on the creation of the accompanying capsule that would carry the astronauts. A similar effort was underway in the Senate.   &#8220;That makes it crucial that NASA receive direction from the Committee,&#8221; Aderholt said in one of three letters provided to POLITICO. Frank Wolf that NASA &#8220;is more determined than ever&#8221; to slow down the creation of the heavy-lift rocket. But the way the 2010 NASA authorization law was drafted all but ensures that Lockheed will be awarded much of the $1.2 billion to finish its Houston-based Orion space capsule - and Boeing and Alliant Techsystems will split the $1.8 billion to create the heavy-lift rocket. Last October, he signed the NASA authorization law where Congress laid out its vision for future space travel, including the initial development of a smaller rocket that could enter the Earth&#8217;s lower orbit, before upgrading to the massive heavy-lift rocket to go to the moon and beyond.   &#8220;Dismissing [the 130-ton rocket], or the capsule work, as constituent concerns misses the point that these are unique, national capabilities necessary to remain a leader in space exploration,&#8221; said Rep. Moreover, they say it makes sense to give money to contractors with proven track records in this technical field, especially ones who have already begun work on the next generation of rockets. remains the base for an industry that supports thousands of highly skilled jobs.</p>
<p>  Lockheed Martin spent nearly $13 million on its own in-house lobbying, and another $3 million on outside lobbyists, including former Rep. A White House Office of Management and Budget spokeswoman said the dollar amount was consistent with the president&#8217;s budget request. A NASA spokesman said the agency is currently reviewing its options for distributing the money, but that it &#8220;embraces&#8221; the funds since it &#8220;fully supports the requirements&#8221; in the authorization law. Dana Rohrbacher (R-Calif.). Barbara Mikulski (D) and Texas Sen. Its PAC gave out $28,500 to lawmakers involved in obtaining the new NASA funding, including $15,000 to Shelby, FEC records show.   Pratt &amp; Whitney Rocketdyne, which is working with ATK on part of the rocket system, is a division of United Technologies, and is itself a major lobbying force - spending $14.5 million in 2010 - with a PAC that dished out nearly $30,000 to members pushing for the NASA money. In addition, Boeing hired 19 outside lobbying firms and paid them another $3.5 million-plus.   Boeing&#8217;s PAC has donated over $2.2 million over the last cycle, including $7,500 to Shelby&#8217;s campaign committee, $13,000 to Mikulski&#8217;s reelection committee and leadership PAC, another $1,000 to Aderholt and $3,500 to Wolf. &#8220;But whatever Congress decides, one thing is clear: the process needs to be open and competitive with transparency throughout the process.&#8221;   Shelby, who told POLITICO that the heavy-lift rocket is critical to make NASA &#8220;more viable,&#8221; isn&#8217;t the only senator who pushed hard for the language in the spending bill.   Alliant Techsystems, also known as ATK, spent $1.3 million on federal lobbying, according to disclosure reports.   Lockheed Martin&#8217;s PAC shelled out nearly $3.5 million in 2009-10, according to records, with the lawmakers seeking the NASA funding receiving more than $69,000.   And the companies that have billions at stake were heavy players as well. Kay Bailey Hutchison (R) - each advocated for the language. Two key appropriators - Maryland Sen.   &#8220;Heavy lift of 130 tons is not necessary for missions beyond Earth orbit if we develop a few key technologies,&#8221; said Rep.   Critics say if the money isn&#8217;t competitively bid, it is no better than an earmark - at a time when Congress has effectively banned the pet projects.   Boeing spent nearly $18 million on its own lobbying operation in 2010, according to the Center for Responsive Politics, a government watchdog group. And Bill Inglee, staff director of the House Appropriations Committee, is a former vice president at Lockheed Martin. Sonny Callahan (D-Ala.). Among its outside lobbyists is former House Minority Leader Dick Gephardt (D-Mo.).</p>

<p>He returned to Lima for military school, then studied law, and afterward he lived abroad for nearly two decades, spending time in Spain, France and England. The Nobel tends to be given as a lifetime achievement award &#8212; it goes to a writer, not to a particular work &#8212; and Vargas Llosa, 74, earned it with decades of critically acclaimed writing across literary genres. Born in the small southern Peruvian town of Arequipa in 1936, he was brought up in Bolivia by his maternal grandparents after his parents divorced. It was during that time that he began writing novels. His 1963 novel, The Time of the Hero, which drew on his military school experiences and exposed the corruption he encountered there, catapulted him onto the literary scene. Among his other well-known novels are The Green House, Conversation in the Cathedral and the epic saga The War at the End of the World, a fable of Latin American revolution set in the Brazilian town of Canudos, which the influential American literary critic Harold Bloom cites in his list of the essential works of the Western canon.</p>
<p>I suppose the experience had an influence on me; one thing Im sure of is that it gave rise to the great need in me to create, to invent.&#8221;. &#8220;It was an extremely traumatic experience which in many ways marked the end of my childhood,&#8221; he said, &#8220;the rediscovery of my country as a violent society, filled with bitterness, made up of social, cultural, and racial factions in complete opposition and caught up in sometimes ferocious battle. Interviewed by The Paris Review in 1990, Vargas Llosa ascribed his &#8220;obsessive desire to write&#8221; to his time at military school.</p>
<p>He has had a prolific career as a journalist, essayist and critic; among his notable critical works is a study of Gabriel Garcia Marquez. And like many writers in the Latin American tradition, he has been politically active, moving over the decades from the left (he supported Fidel Castro) to a more conservative position. Like many other prominent Latin American writers, Vargas Llosa coupled his urge to invent with an urge to record and comment. His autobiographical A Fish in the Water chronicles his unsuccessful run for president of Peru in 1990.</p>
<p>In his fiction, Vargas Llosa is a storyteller in the 19th-century mode, one who seeks to &#8220;abolish the distance between the story and the reader.&#8221; He told The Paris Review: &#8220;I think its very important that the intellectual element, whose presence is inevitable in a novel, dissolves into the action, into the stories that must seduce the reader not by their ideas but by their color, by the emotions they inspire, by their element of surprise, and by all the suspense and mystery theyre capable of generating.&#8221;.</p>
<p>but a pleasant surprise.&#8221;. In winning the Nobel, he joins an elite group of Latin American writers: Paz, Garcia Marquez and Pablo Neruda. &#8220;I am very grateful to have received this privilege,&#8221; Vargas Llosa told CNN en Espanol Thursday morning. Vargas Llosa has a high international profile; he is widely read in translation, has served as president of the PEN international association of writers, and in 1995 was awarded the Cervantes Prize, the highest literary honor in the Spanish-speaking world. It was a surprise . He has taught and lectured around the world; this fall he is in residence at Princeton University, where he was notified of his win. &#8220;The truth is I did not expect it.</p>
<p>It was a pleasant surprise for many armchair Nobel enthusiasts as well, after two years of dark-horse candidates. Earlier this week, handicapping half a dozen Latin American authors&#8217; chances for victory, the blog The Millions counted Vargas Llosa&#8217;s name recognition as a possible strike against him. The night before the announcement, British betting house Ladbrokes had the American novelist Cormac McCarthy on top, with odds of 3/1, followed by Japan&#8217;s Haruki Murakami (5/1) and Kenyan author Ngugi wa Thiong&#8217;o (11/2); Vargas Llosa was at 25/1. Now, of course, he&#8217;s as recognized as a writer can be. There is no publicized short list for the prize and nominations are kept secret for 50 years, so literary critics and journalists worldwide are reduced to an annual October ritual of frenzied speculation.</p>

<p> Prefer not people vote for talent, and pull Heartstrings history. I am glad that my favorite was the talent of two interpreters, an instinct that Michael would have won anyway. What happens is it becomes a popularity contest, and reached puberty and young people are those who do the majority of the votes. Michael has always been very good for the whole show and I always enjoyed listening to him, I do not know why not try American Idol. No one &quot;deserves&quot; to win and its sad to see people still Evance fired after the show is over. </p>
<p> You&#39;ll do much to Las Vegas and throughout his career. Your grandparents did a good job! And.we America chose the right person.we proud of you!. Congratulations, Michael, you are really the winner. Your eyes with his songs tell a story we all want to hear long time. </p>
